RECORD OF DECISION <br /> ON AN APPLICATION FOR A <br /> WEATHER MODIFICATION PERMIT <br /> APPLICANT: Lawrence M. Hjermstad, President <br /> Western Weather Consultants, L.L.C. <br /> P.O. Box 58 <br /> Durango, CO 81301 <br /> DATE OF APPLICATION: August 15,2010 <br /> PROJECT: Commercial seeding of winter storm clouds with up to 18 ground- <br /> based ice nuclei generators to augment mountain snowpack. This <br /> permit request is to operate the program to increase snowpack snow <br /> water content to benefit: recreational interests and the local <br /> economy. <br /> TARGET AREAS: The primary target area is defined as those mountainous areas above <br /> 9,000 feet mean sea level. The target areas are Vail Ski Area and <br /> Beaver Creek Ski Area. <br /> DURATION: The application requests a permit duration of November 1 through <br /> March 31 for the next consecutive ten years, expiring March 31, <br /> 2020. <br /> DIRECTORS OF OPERATIONS: Lawrence Hjermstad,President, Western Weather Consultants, <br /> L.L.C. <br /> Mike Hjermstad,Head of Operations, Western Weather Consultants, <br /> L.L.C. <br /> Eric Hjermstad, Head of Field Operations, Western Weather <br /> Consultants, L.L.C. <br /> PERMIT SOUGHT: A winter commercial cloud seeding permit pursuant to section 36- <br /> 20-1129 C.R.S. (2010), for ten years duration pursuant to section 36- <br /> 20-1149 C.R.S. (2010). <br /> ACTION TO BE TAKEN: The findings in this Record of Decision will be developed by a <br /> CWCB staff member and a representative from Colorado Attorney <br /> General's Office. The recommendation will be either to grant the <br /> permit, grant the permit subj ect to conditions, or deny the permit. <br /> DELEGATION OF AUTHORITY <br /> Pursuant to the delegation of authority by the Executive Director of the Colorado Department of Natural <br /> Resources ("DNR") on September 25, 1987 and reaffirmed on October 14, 1992,the Director of the <br /> Colorado Water Conservation Board ("CWCB") directed a CWCB staff member and the Colorado <br /> Attorney General's Office to conduct public hearings and develop a Record of Decision on weather <br /> 1 <br />
