STATE OF COLORADO <br />Colorado Water Conservation Board <br />Department of Natural Resources <br />1313 Sherman Street, Room 721 <br />Denver, Colorado 80203 <br />Phone: (303) 866-3441 <br />FAX: (303) 866-4474 <br />www.cwcb.state.co.us <br />December 20, 2005 <br />Mr. Charles Bartlett, Secretary <br />South Platte Ditch Company <br />13244 County Road 6 <br />Merino, Colorado 80741 <br />RE: Canal Modernization and Telemetry Demonstration Project <br />Dear Charles: <br />B�u oW� <br />Governor <br />Russell George <br />Executive Director <br />Rod Kuharich <br />cwcB ���r <br />Rick Brown <br />Acting Deputy <br />Director <br />This letter is to notify you that on November 16, 2005 the Colorado Water Conservation Board <br />(CWCB} approved the non-reimbursable (grant) request from the South Platte Ditch Company, <br />Johnson & Edwards Ditch Company, and Lower Platte & Beaver Canal Company for a Canal <br />Modernization and Radio Telemetry Demonstration Project. This project will be included in the <br />annual Construction Fund bill submitted to the Legislature in January. If the Bill is approved and <br />signed by the Governor, money would be available for the project after July 1, 2006, following <br />execution of a State contract. <br />The next steps to be ta.ken, and items that need to be resolved are: <br />1. Contracting Organization — The grant was approved to the three ditch companies. You will <br />need to identify who the contracting entity will be in the next several weeks as this needs to <br />be included in the Construction Fund bill. Also, it seems like there might need to be some <br />kind of agreement between the three ditch companies. We can talk about this further. <br />2. Other Project Funding Sources — The CWCB grant for up to $100,000 (35.5% of the total) <br />was approved based on a proposed project budget of $282,000. The additional funding <br />sources, whether in cash or in-kind services, need to be finalized and presented in an overall <br />proj ect funding program. The Board's approval included a provision that the amount of the <br />CWCB grant would be a pro-rata share of the total project budget as based on final funding <br />commitments and refined work scope. <br />3. Contract Attachment Documents — We will begin working on the State contract, but need the <br />companies to provide the following contract attachment documents for our review: <br />a. Final Project Work Scope — with work tasks identified and described. <br />b. Project Schedule — by work task <br />c. Project Budget — by work task, funding source andlor in-kind commitment. <br />I understand that Bruce Johnson has forwarded an example of a contract with attachments <br />that was used in a recent similar grant award.
