(WM) are in the process of
preparing a Water Conservation Plan, according to the Colorado Water Conservation Board (CWCB)'s 9
Step approach, as outlined in the District's grant application. During this process, the District and WM
have made every effort to compile the data as accurately as possible, and to review current and
potential new conservation programs and measures so as to create a valuable plan that will enable the
District's future conservation efforts, and its implementation and tracking.
Step #1— Profile Existina Water System
The District staff and WM have prepared Worksheets 1 -1, 1 -2 and 1 -3, using the District's population
information, projections, boundary maps, metered water sales, and treatment plant metered data and
records. The system profile is complete. Existing conservation measures have been evaluated as to
date of implementation and, to the extent possible, savings estimates have been developed for existing
programs and measures.
Step 2 — Develop a Water Use Profile and Forecast Future Water Demand
WM has compiled the data in Worksheet 2 -1 from information supplied by District staff. Demand was
forecast using historic population and tap data supplied by the District. During this period, WM and the
District decided to use population projections developed by the Pikes Peak Council of Governments, and
accordingly, Step 2 worksheets were revised.
Step 3 — Profile Proposed Facilities
This step is complete. The District's Capital Improvement Plan as relates to the acquisition of water
supplies from the Frying Pan Arkansas Project through the new Southern Delivery System, ground water
from the Venetucci Wells, Clear Springs Ranch Wells, Windmill Gulch Wells and Widefield Aquifer Wells;
and longterm through the Southern Delivery System and the Widefield Aquifer Recharge Project are well
