The Watershed Protection and Flood Prevention Act enables <br />local citizens in a community to protect, manage, improve and develop the water andland <br />resources of a watershed up to 250,000 acres in size through a project -type program. <br />Q. WHO ADMINISTERS PUBLIC LAW 566 FOR THE FEDERAL GOVERNMENT? - - -- A. The Ad- <br />minister, Soil Conservation Service, U.S.D.A., Washington, D.C. <br />Q. WHAT SPECIFIC PURPOSES CAN BE INCLUDED? - - -- A. Flood prevention; agricultural water <br />management, including irrigation and drainage; municipal and industrial water supply; rec- <br />reation; and fish and wildlife development. <br />Q. WHO CAN APPLY FOR AND SPONSOR A PROJECT? - - -- A. Any local organization having <br />authority under state law to carry out, operate and maintain works of improvement, such <br />as a soil conservation district, flood control district, water users association or irrigation <br />company not operated for profit. <br />Q. WHAT MEASURES CAN A PROJECT INVOLVE? - - -- A. A combination of conservation treatment <br />of land and structures requiring community action. <br />Q. WHERE CAN APPLICATION BE MADE? - - -- A. To the State Soil Conservation Board. <br />Q. WHAT CAN AN APPLICATION COVER? - - -- A. Problems and p r o p o s e d solutions of an entire <br />small watershed. <br />Q. WHAT IS A PROJECT BASED UPON? - - -- A. 1) Local initiative and responsibility, 2) federal <br />technical, cost - sharing and credit assistance, 3) state review and approval of local pro- <br />posals, and 4) successive review, consideration, and approval by the State Soil Conserva- <br />tion Board, the State Conservationist, SCS, the Administrator, SCS, representing the Sec- <br />retary of Agriculture, and by the Congress when such approval is required. <br />Q. WHAT ARE THE OBLIGATIONS OF THE LOCAL ORGANIZATION? - - -- A. To furnish land for <br />structural sites, except for recreation and fish and wildlife purposes when 50% of cost is <br />local, to assume 50% of construction cost of agricultural water management and recreation <br />and fish and wildlife improvements, 100% of the cost of municipal and industrial water im- <br />provements, acquire necessary water rights, obtain conservation agreements on at least <br />50% of the land above a structure, operate and maintain improvements and discharge the <br />responsibility of administering contracts, in which the State Soil Conservation Board may <br />assist. <br />Q. WHAT ABOUT FLOOD PREVENTION? - - - -A. PL 566 funds will pay for flood prevention structural <br />costs. <br />Q. WHAT ABOUT TECHNICAL AND INSTALLATION SERVICES? - - -- A. PL 566 funds pay for en- <br />gineering and other installation services and for project planning. <br />Q. CAN A LOCAL ORGANIZATION BORROW FOR PURPOSES OF THE ACT? - - -- A.
