a
MEMORANDUM
January 18, 1904
Tot Members of the Colorado !dater Conservation- Board and other
interested persons
F'rcnt Clifford H. Stone, Direotor
Subject= Analysis of S. 1519, introduced in the Senate of the'United
States, November 9, 1943
Enclosed please find a copy of an analysis which I have pre-
pared on S. 1519, introduced in the Senate of the United States•,
November 9, 1943, by Senator McClellan of Arkansas, This proposed
legislation affects the basins 'of the Arkansas and White rivers, There
is attached to the analysis a -copy of S. 1519.
I®
This legislation proposes a policy and provides for a pro-
cedure with respect to the. development of rivers having, their head=
waters in the arid and semi -arid sections of the West. It is,, there-
fore, of great concern to those interested in irrigation development:
If you agree with the analysis of the proposed legislation,
it is suggested that appropriate steps be taken, through contact
with Senators and Congressmen, and otherwise, to oppose the Bill.
Any , comments covering this analysis and the advisability of .general
opposition will.be gratefully reoeived.
Respectfully yours,
lifford H. Stone, Director
=Colorado Water Conservation Board
CHS f JK
