GRANT CONTRACT
THIS CONTRACT, made this 18th day of July 2005, by and befinreen the State of
Colorado for the use and benefit of the Department of Natural Resources, Colorado Water
Conservation Board, hereinafter referred to as the CWCB and/or STATE, and the
SOUTHEAST COLORADO RESOURCE CONSERVATION & DEVELOPMENT, INC., 3505 S.
Main St., Lamar, CO 81052, hereinafter referred to as the GRANTEE or CONTRACTOR.
FACTUAL RECITALS
A. Authority exists in the law, and funds have been budgeted, appropriated and otherwise
made available and a sufficient unencumbered balance thereof remains available for
payment in Fund Number 424 Organization YYYY, Appropriation SCR, GBL S204 Program
WTRC, Object Code 5781, Contract Encumbrance Number C150204.
B. Required approval, clearance, and coordination haye been accomplished from and with
appropriate agencies.
C. Pursuant to Section 37-60-121(1)(b)(�V),
nonreimbursable expenditures from the
authorization from the General Assembly.
C.R.S., the CWCB is authorized to make

D. The CONTRACTOR is a Colorado nonprofit corporation in good standing with the Office of
the Secretary of State.
E. The CONTRACTOR has requested a nonreimburseable expenditure for the purpose of
conducting, and financing up to 50%, of a study of drainage system rehabilitation projects to
provide a plan for improving subsurface drainage facilities for Lower Arkansas River Valley
drainage districts in cooperation with other local, state and federal agencies ("PROJECT").
F. The CWCB has determined that the PROJECT will benefit municipalities and other water
providers in the Arkansas River valley, and will assist the CWCB in its water resource
planning efforts.
G. The Grantee, the CWCB and several water provider organizations (hereinafter referred to
as the Local Participants) have agreed to sponsor the PROJECT which is expected to
cost approximately $215,600.
H. At its November 17, 2004 meeting, the CWCB approved a nonreimbursable expenditure
for the PROJECT to the GRANTEE in an amount up to $100,000, not to exceed 50% of
the cost of the PROJECT.
