RULES CONCERNING THE COLORADO INSTREAM FLOW AND NATURAL LAKE <br />LEVEL PROGRAM <br />1.00 TITLE. Rules Concerning the Colorado Instream Flow and Natural Lake Level Program, as <br />established in § 37 -92 -102 (3) C.R.S. (1990), shall be hereinafter referred to as the ISF Rules. <br />2.00 PURPOSE OF RULES. The purpose of these Rules is to set forth the procedures to be <br />followed by the Board when administering the ISF Program. By this reference the Board <br />incorporates the Basis and Purpose statement prepared and adopted at the time of rulemaking. <br />A copy of this document is on file at the Board office. <br />3.00 STATUTORY AUTHORITY. The General Assembly created the ISF Program in <br />recognition of the need to correlate the activities of mankind with some reasonable preservation <br />of the natural environment. The statutory authority for these Rules is found at § 37 -60 -108 <br />C.R.S. (1990) and § 37 -92 -102 (3) C.R.S. (1990). <br />4.0 DEFINITIONS <br />4.1 Board Means the Colorado Water Conservation Board as defined in §37 -60 -101, 103 and <br />104, C.R.S. (1990). <br />4.2 Staff Means the Director of the Colorado Water Conservation Board and other personnel <br />employed by the Board. <br />4.3 Person Means any human being, partnership, association, corporation, municipal entity, county <br />government, state government or agency thereof, federal government or agency thereof. <br />4.4 ISF. Means any water, water rights or interests in water appropriated or acquired by the Board <br />for preservation of the natural environment to a reasonable degree. <br />4.5 Board Office The Colorado Water Conservation Board's office is located at 1313 Sherman <br />Street, 7th Floor, Denver, CO 80203.
