RESOLUTION NO. 02-05 <br />(Series of 2002) <br />A RESOLUTION OF THE BOARD OF DIRECTORS OF THE UPPER GUNNISON RIVER <br />WATER CONSERVANCY DISTRICT <br />WHEREAS, the District's water management planning process has identified as a goal the <br />improvement of water supplies for recreational purposes; and <br />WHEREAS, the District wishes to work cooperatively with other local governments in order <br />to improve water supplies for recreational purposes, to enhance recreational opportunities in the <br />Gunnison area, and to protect environmental values; and <br />WHEREAS, the District has encouraged the County's development of a fi <br />recreational whitewater course, the Gunnison Whitewater Park, for the use and j rst -class <br />oyment of <br />residents and visitors to the Gunnison area; and en <br />WHEREAS, the District and Gunnison County contemplate that the Gunnison Whitewater <br />Park will be promoted and used for kayaking, boating and other activities, as well as whitewater <br />competitions and lessons, and will be a facility that can be used and enjoyed by kayakers, bo <br />rafters and others with varying levels of skill and expertise; and aters, <br />WHEREAS, the County has advised the District that the planned location of the Gunnison <br />Whitewater Park near the City of Gunnison is suitable for a whitewater course, is not expected to <br />adversely impact the surrounding environment, will be convenient for whitewater competitions, <br />accessible to both tourists and residents seeking a whitewater experience, and available to <br />kayaking organizations and programs, such as the program operated by We cal <br />stern State le to lo in <br />Gunnison; and <br />WHEREAS, at a public meetingheld on or about October 20,1998, after an advisory board <br />had been appointed, the Board of County Commissioners of Gunnison County, was provided with <br />design drawings of the Gunnison Whitewatei Park, affirmed its sup <br />and instructed the County Manager to work with the advisory board on the prole t, a d ater park, <br />WHEREAS, at that same public meeting, the President of the Board ofthe Upper Gunnison <br />River Water Conservancy District discussed use of the District's water rights as part of the project, <br />and stated that the Upper Gunnison Board would continue to discuss this issue; and <br />WHEREAS, the County has designed the Gunnison Whitewater Park, obtained necessary <br />federal permits, and is in the process of implementing construction of the Gunnison Whitewater <br />Park; and <br />
