LOWER ARKANSAS WATER MANAGEMENT ASSOCIATION (LAWMA)
WATER RIGHTS PURCHASE - %z KEESEE DITCH
"No Photo Available"
Proiect Description
This project involved the purchase of the remaining %i of the Keesee Ditch Water Rights. The
purchase price for the water was $3,650,000. LAWMA's loan with CWCB towards the purchase
of the water was $2,493,722. The initial %z of the Keesee Water Rights was purchased by
LAWMA under a separate loan with CWCB in July of 2003. Purchasing the remaining '/2 of
Keesee Water Rights strengthens LAWMA's ability to replace water in dry years, given that Keesee
direct flow rights aze very senior water rights and can be stored in John Martin Reservoir Offset
Account. Additionally, the Keesee Ditch has an Article II Storage Account in John Martin
Reservoir, which allows for an additional source of replacement water that can be carried over from
wet years to dry yeazs. These factors greatly enhance LAWMA's ability to meet its Arkansas River
Compact obligations.
Proiect Data
Sponsor: LAWMA County: Bent, Powers Water Source: Arkansas River
Terms of Loan: $2,493,722@2.3% for 30-years Substantial Completion Date: May 1, 2008
Design Engineer: Randy Hendrix, P.E. -Helton and Williamsen, P.C. -Englewood, CO
Water Attorney: Richazd Mehren -Moses, Whittemyer, Harrison & Woodruff - Boulder, CO
Water Purchased: %z of the following - No. 1 priority for 9 cfs appropriation date of March 31,
1871, and a Priority No. 4 for 4.5 cfs appropriation date of December 31, 1883.
Estimated Firm Yield - 1,221 Acre-feet
