This proposal
is being submitted to establish demonstration sites for agricultural land fallowing and water
leasing in the Arkansas River basin. We are submitting this proposal for consideration at the
November 2008 CWCB meeting. we originally submitted a "Letter of Intent" in lieu of a full
proposal on May 16, 2008 to inform the Board of this upcoming grant request. Our proposal is
being submitted to coincide with an effective initiation of this project in 2009.
This project will be integrated into the efforts of ditch and canal companies in the Lower
Arkansas Valley that are evaluating the benefits of collectively marketing their water for lease
arrangements. Leasing offers a predictable supply of water for the municipality and guaranteed
income to the water rights holder, but has not been tested widely throughout Colorado. This proj ect
will study and demonstrate the practice of leasing agricultural water rights to municipal interests
in order to cushion the impacts of drought and water shortages. It will also evaluate technical,
institutional, and logistic elements of these transfers in the context of "on the ground" conditions.
?Ue appreciate your taking the time to review this proposal, and would be happy to provide
further information to the Board upon request. Questions regarding proposal content should be
directed to Perry Cabot at (719) 549-2045 and questions regarding grants and contracts with
Colorado State University should be directed to Candyce Jeffery at (970) 491-053 7.
Sincerely,
'U -
Dr. Perry E.
