This proposal <br />is being submitted to establish demonstration sites for agricultural land fallowing and water <br />leasing in the Arkansas River basin. We are submitting this proposal for consideration at the <br />November 2008 CWCB meeting. we originally submitted a "Letter of Intent" in lieu of a full <br />proposal on May 16, 2008 to inform the Board of this upcoming grant request. Our proposal is <br />being submitted to coincide with an effective initiation of this project in 2009. <br />This project will be integrated into the efforts of ditch and canal companies in the Lower <br />Arkansas Valley that are evaluating the benefits of collectively marketing their water for lease <br />arrangements. Leasing offers a predictable supply of water for the municipality and guaranteed <br />income to the water rights holder, but has not been tested widely throughout Colorado. This proj ect <br />will study and demonstrate the practice of leasing agricultural water rights to municipal interests <br />in order to cushion the impacts of drought and water shortages. It will also evaluate technical, <br />institutional, and logistic elements of these transfers in the context of "on the ground" conditions. <br />?Ue appreciate your taking the time to review this proposal, and would be happy to provide <br />further information to the Board upon request.
