CRDSS
TASK MEMORANDUM 1.15 -3
Water Rights Planning Model
Evaluation of Boyle Engineering Stream Simulation Model (BESTSM)
1.0 ISSUE
The purpose of this task memorandum is to generally describe the computer model BESTSM and to
address its suitability for incorporation into the CRDSS. The evaluation of the model's functionality
with respect to the intended goals and objectives of the CRDSS is based on a review of the model
structure and utilization of the Level One and Level Two decision criteria described in Task
Memorandum 1.15 -2.
2.0 DISCUSSION /ANALYSIS
Background Information
The B oyle E ngineering Stream Simulation M odel, BESTSM, is a privately developed
simulation model designed and maintained by Boyle Engineering Corporation. Since its initial
development over 15 years ago, Boyle has continually upgraded and enhanced the model for
numerous water resource projects. It is our understanding that Boyle will convey the internal
source code to their clients, if requested. Furthermore, it is our understanding that Boyle will
generally allow that client to modify or make changes to that source code, subject to an agreed
upon disclaimer and waiver of liability.
The State of Colorado and the CRDSS Project Team have attempted to reach a working
agreement with Boyle to obtain the core source code for the current version of BESTSM,
without success. Boyle is unwilling to turn the current version of the source code over to the
State for the CRDSS project unless the State would agree to a number of restrictive conditions.
These proposed terms were determined to be unacceptable to the State. Reference is made to
the April 4, 1994, letter from Boyle to the State Engineer, Hal Simpson.
In 1985, Boyle completed a project for the Colorado Water Resources and Power Development
Authority (CWRPDA) in which an earlier version of BESTSM was used to evaluate proposed
changes in the operation policies of Green Mountain Reservoir on the Blue River. The State has
ownership of the source code for this earlier version of BESTSM, and it is our understanding
that the State is free to change and /or modify the source code, without restriction and without
any further obligation to Boyle. Due to the State's ownership, the CRDSS technical evaluation
of BESTSM is based on a review of this older Green Mountain version. Unfortunately,
documentation for this model is not available and according to Boyle does not exist (the model
has been virtually rewritten since 1986). The review is therefore based solely on discussions
with Boyle and other users, and a review of the earlier source code. In strict accordance with
the Level One decision criteria, the lack of documentation is sufficient reason for elimination of
the model from further consideration.
However, because of the past and current applications of the model (see below), the model was
deemed worthy of additional evaluation.
,4275 05.10.94 1 1.15 -3 Fosha, Hyre
