RGDSS Memorandum <br />Final <br />TO: Ray Bennett <br />FROM: Ed Armbruster, Hydrosphere <br />SUBJECT: RGDSS Surface Water, Task 6.2 -Finalize Key Structures <br />DATE: July 27, 1999 <br />CC: Randy Seaholm <br />Introduction <br />This memorandum represents delivery associated with Task 6.2, Finalize Key Structures / <br />Memoranda. The objective ofthis task is as follows: <br />Review and finalize key structure list developed in Task 1.3 (Preliminary List of Key <br />Structures) based on information developed in Task 4 (Basin Interviews). <br />An objective of the Phase 1 surface water modeling efforts associated with the Rio Grande <br />Decision Support System (RGDSS) was to explicitly represent those structures that have <br />relatively large diversions or significantly effect water rights administration in the Division or <br />District. This memorandum describes the process used to identify those structures that are <br />explicitly represented (key structures) in the surface water model. Other non-key structures will <br />be represented in the Rio Grande during later phases of surface water model development, but in <br />an aggregated manner. <br />Identification of key structures followed the five step process shown in Table 1. <br />Table 1 <br />Ke Structure Selection Criteria <br />Ste Process <br />1 Identify preliminary key structures based on total decreed water rights <br /> and irri ated acrea e served - 75% of decreed ri hts. <br />2 Identify structures with decreed flow rates greater than 5 cfs and/or <br /> reater than 250 irri ated acres. <br />3 Add structures represented in previous modeling efforts <br />4 Based on water commissioner interviews, add structures that are <br /> important to daily river administration and delete structures that are not. <br />5 Delete structures based on location, actual diversion (as opposed to <br /> decreed water rights) and hydrologic influence <br />C:Acdss\Task6-2.doc Finalize Key Structures July 27, 1999 -Page 1 of 4 <br />
