RGDSS Memorandum
Final
TO: Ray Bennett
FROM: Ed Armbruster, Hydrosphere
SUBJECT: RGDSS Surface Water, Task 4.7 -Excelsior Canal Company Interview
DATE: July 16, 1999
CC: Randy Seaholm
Introduction
This memorandum represents partial delivery (1 of 12 interviews) associated with Task 4.7, Ditch
Operator Interviews /Prepare Summary Memoranda. The objective of this task is as follows:
Meet with large and/or critical ditch companies in the San Luis Talley to discuss their
facilities and operations.
On March 26, 1999, an interview was conducted with Mr. Hal Merridith and Mr. Jerry Bogner of
the Excelsior Canal Company. The purpose of this interview was to develop a better
understanding of Company facilities and operations such that this information could be reflected
in surface water modeling efforts associated with the Rio Grande Decision Support System
(RGDSS). The following discussion summarizes information developed during this interview.
Ditch Company Structure and Organization
Excelsior Canal Company
2304 South 106 Road
Alamosa, CO
81101
Telephone: 719-589-2134
President: Hal Merridith
Ditch Rider (Water Superintendent): Jerry Bogner
The Excelsior Canal Company is a mutual ditch company that was formed in the late 1800s. The
Company is managed by a group of corporate officers and a five member Board of Directors.
Assets of the Company include four decreed water rights, and the Excelsior Canal and associated
diversion and water delivery facilities.
Share Ownership
There are approximately 34 share owners in the Company. This number may vary from year to
year as shares are sold or otherwise exchanged, although in recent years there has been little
change in share ownership. There are approximately 60 shares outstanding in the Company. The
City of Alamosa owns 5.5 shares, Company Bylaws limit use of the shares to agricultural uses.
C:Acdss\EXCanal.doc Excelsior Canal Company Interview July 16, 1999- Page 1 of 5
