CRDSS <br />TASK MEMORANDUM 1.05-4 <br />Study of System Integration Issues <br />Database - Quality Assurance/Quality Control <br />1.0 ISSUE <br />The quality of information generated by the CRDSS is directly related to the integrity of the <br />database, the validation and verification of the water resource models, and the development of <br />flexible, portable, easy-to-use software. This memorandum discusses the quality assurance/quality <br />control (QA/QC) procedures to be implemented in the CRDSS. <br />2.0 DISCUSSION/ANALYSIS <br />To ensure a quality work product, RTi will implement a QA/QC program for data, model <br />verification, and software development composed of two principal objectives: the achievement of <br />quality and the verification of quality. Achievement of quality means accomplishing task activities <br />in accordance with applicable technical and administrative requirements and good work practices. <br />Verification of quality is the independent determination that task activities were accomplished in an <br />adequate manner and in accordance with applicable specifications. This document describes the <br />QA/QC procedures to be followed for the major technical work areas: database, water rights <br />planning and consumptive use models, and software engineering. In general, the data provided by <br />the State, USGS, USBR, DNR, Denver Water, SCS, NOAA, NWS, CDOT, and the SEO are assumed <br />to have already been subject to QA/QC. <br />Additional quality control will be performed on an "as needed" basis. The quality of each dataset <br />will be evaluated based on the source of the data, its method of collection, and a preliminary <br />examination of the data. Datasets which are considered to be of questionable quality will be subject <br />to more quality control analysis than datasets which are considered to be of high quality. Screening <br />techniques will be used to identify data which should be examined more closely. Range checking <br />and statistical summaries are examples of screening techniques which will be employed. <br />Spatial Database <br />The spatial data collected during Phase I will be subject to QA/QC procedures including the <br />displaying of multiple data layers overlaid with one another to check for proper georegistration and <br />spot checking a few individual data values in each data layer. Digitized data will be displayed for <br />comparison with the original maps, and inconsistencies will be corrected. Quantities such as basin <br />average potential evapotranspiration and total crop acreage will be computed and checked for <br />reasonableness. Histograms which show the frequency of occurrence of values in a particular range <br />will be used to identify outliers.
