CRDSS <br />TASK MEMORANDUM 1.14-4 <br />Consumptive Use Model <br />Consumptive Use Models Not Included in the Short List <br />1.0 ISSUE <br />The purpose of this task memorandum is to describe the reasons for excluding the consumptive use <br />models that were evaluated but not considered as part of the "short list." The short list is composed of <br />five models that went through a more rigorous evaluation than the other models. <br />2.0 DISCUSSION/ANALYSIS <br />The evaluation criteria were determined and provided to the consumptive use technical subcommittee <br />before being applied to the initial (long) list of consumptive use models. The models described in this <br />memorandum were excluded from the short list based on the criteria outlined in Task Memorandum <br />1.14-3. <br />PEAKWRN <br />PEAKWRN was developed by the U.S. Bureau of Reclamation (USBR); the technical contact is Mike <br />Madigan. This program was written in FORTRAN on a CDC Cyber mainframe computer. <br />The main design function for this model is for strictly estimating daily evapotranspiration (ET) data to be <br />used for predicting project pump sizing facilities. The program uses the Jensen-Haise method for <br />estimating ET based on weather station data and crop phenology. <br />Some of the main reasons for excluding PEAKWRN from the short list and further consideration are that <br />it uses only the Jensen-Haise method, it does not estimate consumptive irrigation requirement (CIR), the <br />accuracy of Jensen-Haise is questionable at high altitudes, and no documentation or source code for the <br />model is available. Some other disadvantages are that the effective and total precipitation are not <br />included in the calculations. The disadvantages of using this model and the expected accuracy of the <br />method being used disqualified this model for consideration in the CRDSS. <br />CONUS2 <br />CONUS2 was developed by the USBR, Great Plains Region, Water Management Branch; the technical <br />contact is Rick DeVore. This program was written in FORTRAN on a VAX 6200 mainframe computer. <br />This program uses the Soil Conservation Service (SCS) Blaney-Criddle and the Jensen-Haise method for <br />estimating ET. This model calculates the CIR by considering the effective precipitation or the method <br />used by the United States Department of Agriculture, Soil Conservation Service Irrigation Water <br />Requirements Technical Release No. 21, revised in 1970 (TR-21). <br />Some of the main reasons for excluding CONUS2 from the short list are that source code is not available, <br />it has poor documentation, it requires return flow distribution data, it does not accurately estimate alfalfa <br />1 <br />A275 01.09.95 1.14-4 CSU IDS <br />
