<br />Dear Mr. Helzer,

<br />As requested, the above referenced Contract substantial completion date has been changed from January 1, 2004 to
<br />March 1,2004.
<br />
<br />In accordance with the Contract, the Consolidated Home Supply Ditch Company owes an additional $3,071.21 for
<br />interest during construction, calculated from January 1,2004 to March 1, 2004, due on March 15,2004, We are in receipt of your
<br />interest during construction payment for interest that had accrued up to January 1, 2004, in the amount of $15,341.79, Please
<br />make your check for interest during construction payable to the Colorado Water Conservation Board and include the contract
<br />number on the check. The calculations for the interest due in contained on the attached spreadsheets,
<br />
<br />Your frrst loan payment in the amount of $29,023,76 is due on March 1,2005, The $29,023,76 annua110an payment
<br />was calculated based on a $533,806.33 loan balance at 3,50% for 30-years, Jan lllian, our Contract Administrator, will be
<br />amending the Promissory Note, contained as Appendix 2 of the Contract, to reflect the final contract loan amount. Attached for
<br />your files is a revised Loan Repayment Schedule,

<br />In accordance with the Borrower's Liability Insurance Provision of the Contract, Paragraph A.6, please note that the
<br />renewed insurance certificates need to be provided to the Colorado Water Conservation Board annually,
<br />
<br />It has been a pleasure of the Colorado Water Conservation Board to work with the Consolidated Home Supply Ditch
