<br />Addressing the <br />Water Supply Gap <br />(between Current Supply and <br />Current and Future Water Needs) <br />Technical Roundtable <br />5.1 Overview of Addressing <br />the Gap Technical Roundtable <br />In 2003, the State Legislature authorized the <br />Statewide Water Supply Initiative (SWSI). The <br />legislation requested that the Colorado Water <br />Conservation Board (CWCB) complete a <br />comprehensive study to: <br />1. Examine all aspects of Colorado water use over <br />the next 30 years. <br />2. Evaluate water supply and water management <br />alternatives in each river basin. <br />3. Formulate strategies and build consensus on <br />alternatives to meet future water needs. <br /> <br />To assist with the completion of SWSI and to <br />address these goals, the CWCB established basin <br />roundtables in each of Colorado's eight major river <br />basins. The legislation also required that the study <br />be complete in 18 months. With this ambitious <br />mandate, the CWCB forged ahead with the <br />recognition that water issues have always been <br />contentious and building consensus would be a <br />significant challenge. In fact, near the completion of <br />SWSI, many of the basin roundtables raised <br />concerns that they needed more time to understand <br />and define their water supply and water needs, and <br />FINAL DRAFT 5-1 <br />
