Below are comments from Colorado Springs Utilities, that <br />staff has prepared on behalf of Phil Tollefson as a member of the Arkansas River Basin Roundtable. <br /> <br />Section 1.1 p.1. <br /> <br />The first phrase of paragraph one shoud read: Concerning the climate of the Arkansas River Basin, <br /> <br />Section 1.3 p.2. <br /> <br />There was no Figure B1, Figure B3, Figure B3a, and Table 1. I understand if this is because these figures and <br />tables are too large for this level of text editing. f just wanted to bring that to your attention. <br /> <br />Also, I suggest that throughout the description that all the tables be numbered and clearly labled, even if <br />incorporated in order into the text. <br /> <br />Section 1.4 p.3. <br /> <br />The last sentence refers to transmissivity and hydraulic conductivity. It may be good to briefly define or explain <br />the significance of these aquifer parameters. <br /> <br />Section 1.5 p.5. <br /> <br />This section includes a brief description for the Fry-Ark Project and the Homestake Project. This is fine, but Why <br />only those two transmountain Projects? Should there be a brief description on all TM Projects? See table on p.? <br /> <br />Section 1.7 p.8. <br /> <br />This section should also briefly mention Mt. Elbert Pump-Storage Hydroelectric Plant, which is described in <br />Section 1.5. There is also a small privately owned hydroelectric powerplant on Turquoise Reservoir. <br /> <br />Section 1.8 p.g. <br /> <br />The second paragraph refers to Fountain Creek with respect to stormwater and municipal effluent. Other areas of <br />the basin have these same facilities and our not mentioned. I suggest that the total number of wastewater plants <br />in the entire basin be included in this section. This would be a more balanced approach. <br /> <br />In paragraph 4., p.9, I would use the "use of excess storage capacity" in place of "reoperations". Recently the <br />USBR has asked that the term "excess capacity" be used instead of reoperations. Perhaps you could put <br />reoperations in parantheses. <br /> <br />In the last paragraph on p.9, the Higline Breaks Water shed EA is discussed, yet there is no explanation of the <br /> <br />1/22/2004 <br />
