Frankly I am still a bit wary of this and how it will end up being <br />used. Perhaps it will be more understandable at the next meeting. <br /> <br />Second, I am assuming that the list of segments for instream flows which originated with the Colorado Water <br />Trust, the Nature Conservancy and the 5 Year Plan for the CWCB are part of our basins record and do not <br />need to be submitted in writing. If this is a wrong assumption I have copies to submit. <br /> <br />'Third, we seem to have dropped consideration of instream flows as a part of the discussion. What will be done <br />as far as passing the recommended segments along to the CWCB? Will there be ranked recommendations or <br />simply a list? In light of the fact that we have not really been able to look at the increased need for <br />.\Vat~r ~ streams for ~ecreational and environm~tal purposes ov~r the next 30 years as individual segments in a <br />~aliStic manner, w1l1 there be some sort of policy recommendation as a result of the process that attempts to <br />identify instream needs. In the San Juan/ Dolores we have identified an 80% increase in population by 2030. <br />We know that the increased population will be here mostly because of the recreational and aesthetic <br />opportunities in the basin. Agriculture will not grow very much because of land values and the return on <br />investment. Yet we are not forecasting an increase in demand for instream uses. Where does this lead us? The <br />demographics have changed and are continuing to_change. If we are to meet the needs of the citizens that <br />make up this new populace we need to make some effort to asess this dimension of use.
