HB1177 Southwest Basins Water Roundtable <br />August 8, 2007, <br />Draft Minutes (to Steve) <br />Chairman Steve Harris called the meeting to order at 3:05 p.m. He introduced the <br />visitors, Joe Hanel, from the Durango Herald & Cortez Journal, and J.R. Berry from <br />Goodman Point. <br />Steve announced that at this point there was not a quorum, but even if action may not be <br />taken, he suggested that we go through the agenda. As the meeting progressed, enough <br />members arrived to make a quorum (a total of 19 in attendance that includes Steve H.). <br />Input was taken on the minutes of June 13, 2007. It was noted that the 4ti' paragraph on <br />Page 1 should be deleted. And on Page 5, change "SWCB" to "SWCD". It was moved, <br />seconded and approved that the minutes be approved as corrected. <br />OFFICER REPORTS: <br />Jolu1 Porter: <br />Jolu1 attended the West Slope Round Table meeting in Montrose and one of the topics <br />was how Colorado would administer a call from the Lower Basin. This has been a <br />concern for a long time, but is getting more worrisome with potential shortages, drought <br />conditions and increased consumptive needs. The Upper and Lower Basins agreed on a <br />plan to deal with a shortage on the river. Primarily it entailed keeping Lake Powell and <br />Lake Meade equivalently filled. That plan hasn't been approved by the federal <br />government, but hopes are that it will be. If it isn't, then the potential for a call is greater. <br />The other factor that is affecting it is the water availability study that the CWCB is just <br />now beginning. Steve added funding began July lst. All roundtables were invited to get <br />educated and involved in the issue. If a call becomes a reality, then the Upper Basin will <br />have to decide how to apportion the call among the states. Jolu1 suggested that this <br />roundtable needs to put this topic on the agenda. Steve added that this is a "hot" topic <br />particularly in the River District and that it is an extremely complex issue. <br />Steve amiounced that David Campbell from the San Juan River Recovery Program will <br />make a presentation at the next meeting. <br />Steve announced at this point that a quorum was present. <br />Jemiy Russell <br />Jenny attended the_IBCC meeting in Montrose. The Colorado River Supply Availability <br />Study was discussed. The proposal was separated into 3 phases, and the biggest concern <br />of the members was the phases would leave unanswered questions. For example, the <br />Initial Phase was "Current Uses of Water", and another phase would cover future uses. <br />The decision was made to telescope those phases and make the timeframe quicker. Steve <br />asked how they would decide which projects to include and not include? There was <br />some question on whether they were counting conditional water rights. They will start <br />
