Sherman <br />DNR Executive Director <br />FROM: Jeff Baessler <br />Stream and Lake Protection Section Dan ivleAuhtt~e <br />Acting CWCB Director <br />DATE: November 1, 2007 <br />SUBJECT: Agenda Item 10 ,November 14-15, 2007 Board Meeting <br />Stream and Lake Protection -Uncontested 2007 Instream Flow <br />Appropriations <br />Discussion <br />Pursuant to Rule Sh. of the Instream Flow and Natural Lake Level Rules (``ISF Rules"), the <br />following stream segments are being recommended to the Board for final action. <br />Water Division Stream Name County <br />4 Pauline Creek (ISF Increase) Saguache <br />6 Willow Creek Moffat <br />Note: The attached table provides further details on each of these recommendations <br />Pauline Creek <br />The Board was pro`~ided detailed information regarding all field data, studies and analyses for <br />this stream segment at its January 24, 2007 Board meeting. At that meeting the Board declared <br />its intent to appropriate an increase to the Instream flow water right on Pauline Creek. However, <br />the Board also directed staff to provide additional information on Pauline Creek and a more <br />detailed explanation as to why an increase was needed. As a result, staff has revised the <br />attached executive summary report and has included a letter from the BLM which pro~~ides a <br />detailed discussion of the need for an increase as well as the scientific rationale which supports <br />the increase. <br />Willow Creek <br />The Board was pro~~ided detailed information regarding all field data, studies and analyses for <br />this stream segment at its July 12, 2007 Board meeting. At that meeting the Board declared its <br />intent to appropriate an insti•eam flow water right on Willow Creek.
