Sherman <br />Executive Director <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Dan McAuliffe <br />Acting CWCB Director <br /> <br />FROM: Veva McCaig, Section Chief <br />Tammie Petrone, OWCDP Grants Coordinator <br />Office of Water Conservation & Drought Planning (OWCDP) <br /> <br />DATE: September 6, 2007 <br /> <br />SUBJECT: Agenda Item 6a - Office of Water Conservation and Drought Planning <br />Water Efficiency Grant Request from Castle Pines N0l1h Metropolitan District <br /> <br />Back2:round <br /> <br />On July 1,2007, the Water Efficiency Grant Program, which was established under House Bill <br />05-1254, was merged with the Water Conservation Planning Program, which was established <br />under House Bill 04-1365, to create one Water Efficiency Grant Program under Senate Bill 07- <br />008. Senate Bill 07-008 created the Water Efficiency Grant Program Cash Fund, to be <br />administered by the Board. The grant monies may be awarded to: 1) Covered entities to aid in <br />developing and updating a Water Conservation Plan to meet the requirements outlined in 937- <br />60-126 C.R.S.; or 2) Covered entities to aid in achieving the goals outlined in their locally <br />adopted Water Conservation Plans; or 3) Public and private agencies whose primary purpose <br />includes the promotion and benefits of water resource conservation for education and outreach <br />aimed at demonstrating the benefits of water efficiency. Further, the Grant Guidelines, which <br />the Board adopted in November 2006, define water conservation to mean broadly water use <br />efficiency, wise water-use, water transmission and distribution system efficiency, and supply <br />substitution. The objective of water conservation is a long-tenn increase in the productive use of <br />water supply in order to satisfy water supply needs without compromising desired water services. <br /> <br />Summary of Grant Proposal <br /> <br />The OWCDP received a Water Efficiency Grant application from Castle Pines North <br />Metropolitan District (CPN), a covered entity located in the south metro Denver area, in north em <br />Douglas County approximately 5 miles north of Castle Rock, Colorado. CPN currently relies on <br />eleven Denver Basin groundwater wells for its potable water supply and treated wastewater <br />(reclaimed water) to irrigate the Ridge Golf Course.
