Sherman
Executive Director

TO:

Colorado Water Conservation Board Members

Dan McAuliffe
Acting CWCB Director

FROM:

Veva McCaig, Section Chief
Dan McAuliffe, Acting CWCB Director

DATE:

September 6, 2007

SUBJECT:

Agenda Item 5 - Office of Water Conservation & Drought Planning (OWCDP)
Colorado Foundation for Water Education Activity Update

Background
On June 24, 2007, the Executive Director of the Colorado Foundation for Water Education (CFWE), Don Glaser, resigned
his position. The CFWE Board held its quarterly meeting in Gunnison, June 24, 2007 and discussed options for short-term
and permanent replacement. A subcommittee of Board members was formed to identify alternatives and prepare for an
Executive Director search. Veva McCaig, CWCB staft~ and newly appointed CFWE Board Member is on the
subcommittee and has been working with CFWE to ensure that day to day operations are maintained in the interim.

The June 24th meeting agenda also reviewed the CFWE's FY08 budget and FY08 Scope of Work for its contract with the
CWCB. Both were accepted by the CWCB Board on May 22,2007. The emphasis on the upcoming fiscal year work
product deliverables is the CFWE's publications - Headwaters Magazine and Citizen Guide. The Water Leaders Course is
underway and one of the CFWE's largest fundraising events, the 2nd Annual Golf Tournament, was held July 20,2007 at
the Arrowhead Golf Club in Littleton, CO.

Also on June 241\ the CFWE Board approved the nomination of Veva McCaig, as requested by Harris Sherman, to sit on
the Board as the DNR representative. She replaced Rep. Frank McNulty, who served on the Board as the DNR
representative originally. In this capacity, she is working closely with the CFWE to promote projects and programs to
further water resource education to all audiences around the State.

Discussion
As the CFWE moves through another transition period, the opportunity has presented itself for the CWCB Board to re-
examine the priorities it envisioned tor the CFWE to consider in its mission and strategic plan. In order for Veva to be
most effective in representing the DNR and the CWCB, she is requesting, through this discussion, some direction from the
Board on clear objectives to pursue, support, and facilitate the CFWE's eftorts to provide water education and information
around the State. Provided, as attachments, are two documents that may provide insight tor discussions. The first is the
tinal report of a statewide education task force that was convened in 200 I by the CWCB, with funding from the CWCB, to
examine the water education needs around the State and make recommendations for meeting those gaps. These
recommendations were partly the impetus for the creation of the CFWE.

Attachments
.
