The loan is for rehabilitalion of lhe West
Rhone Lateral.

The Board approved a Small Project Loan from the Construction Fund in a maximum amount of
$100,000. The loan terms are 3.5% for 30 years. I have attached a copy of the updated Board
memo concerning the West Rhone Lateral Ditch Company. Please reier to page 4 of that memo
and to the section "Action taken by the CWCB November 20,2000."

When lhe Board approves a Small Project Loan there remain several condilions:

a) A Feasibilitv Studv is required. John Van Sciver has reviewed the study titled "Feasibility Study
for the Construction of a new Headgate and Pipeline" by the West Rhone Lateral Ditch
Company. The report meels the requirements of the CWCB Construction Fund Guidelines for
feasibility studies.

b) An approved contract must be in place before funds can be advanced. Jan IlIian has placed
this project on our contracting "hot lisf' and has initiated the loan contracting process. I
undersland the project will be constructed during the 2000/2001 winter season, and thal the
Company will need funds to pay contractor bills on or about February 1, 2001. Our goal is to
have the loan conlract signed by all parties 10 meet these scheduled dales.

\
