Re: Chatfield Control Regulation

Dear Mr. Gunderson:

Roxborough Water and Sanitation District ("Roxborough") has provided the water and
wastewater services to the Roxborough Community since 1972. Roxborough has two roles -
water and wastewater. In our role as a water provider, Roxborough is conunitted to finding long-
term water solutions; to that end Roxborough has contracted for water storage in Chatfield
Reservoir and supports the Chatfield Reallocation Project and Environmental Impact Statement
("EIS"). In our role providing wastewater treatment services, we have been a member and
financial sponsor of the Chatfield.Watershed Authority for more than 20 years. We often weigh
and balance our positions. In this matter, both concems would best be served if the Water
Quality Control Division ("Division") deferred adoption of new Chatfield Water Quality
Standards and regulations until the Chatfield Reallocation EIS is completed.

Roxborough would not encourage this action if deferral would be detrimental to Chatfield
Reservoir or the public. Roxborough is a neighbor of the Reservoir and many of our residents
use and enjoy Chatfield Reservoir and Park on a regular basis. The effect of deferring water
quality modeling and investigations necessary to support the revisions of water quality standards
and regulations, will be a significant cost savings to the state and provide an improved basis for
final decision making.
