Box 17 <br />Black Hawk, CO 80422 <br /> <br />Community: City of Black Hawk, CO <br />Community No.: 080076 <br />Panel Affected: 0001 B <br />En:ective.~ate of JUN 2 0 2002 <br />ThIs ReVISIOn: <br /> <br />102-I-A-C <br /> <br />Dear Mayor Eccker: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in <br />accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated <br />January 12,2001, P.E., Principal, Martin/Martin Consulting Engineers, requested that <br />FEMA revise the FIRM and FIS report to show the effects of construction of the Riviera Hotel and <br />Casino project along North Clear Creek. In addition, the revised hydraulic analysis incorporated removal <br />of the Main Street bridge; construction of the new Mill Street Bridge approximately 75 feet upstream of <br />the former Main Street bridge; updated topographic information; and channelization along North Clear <br />Creek from approximately 800 feet downstream to approximately 50 feet upstream of the former Main <br />Street bridge, as referenced on the effective FIRM. This request follows up on a Conditional Letter of <br />Map Revision issued on August 11, 1998. <br /> <br />All data required to c01ete our review of this request were submitted with letters from <br />P.E., Project Engineer, also with Martin/Martin Consulting Engineers. <br /> <br />and <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and <br />floodplain boundary delineations of the flood having a I-percent chance of being equaled or exceeded in <br />any given year (base flood) along North Clear Creek from approximately 950 feet downstream to <br />approximately 550 feet upstream of the former Main Street bridge. As a result of the modifications, the <br />Base Flood Elevations (BFEs) for North Clear Creek and the width of the Special Flood Hazard Area <br />(SFHA), the area that would be inundated by the base flood, increased in some areas and decreased in <br />other areas. The modifications are shown on the enclosed annotated copies of FIRM Panel 0001 B, <br />Profile Panels 01P and 02P, and affected portions of the Floodway Data Table. This Letter of Map <br />Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM dated October 16, <br />1984, and the affected portions of the FIS report dated April 16, 1984. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
