On behalf of the Colorado Water Conservation Board (CWCB) and the Interbasin
Compact Committee (IBCC) we are please to announce the adoption of the Water Supply
Reserve Account (Account) Criteria and Guidelines for Allocating Funds from the
Account. The criteria and guidelines were approved by the CWCB at their September 20
meeting, contingent on adoption by the IBCC, and the IBCC approved the document at
their October 18 meeting.

Please find a copy of the criteria and guidelines attached to this e-mail. The creation of
the Water Supply Reserve Account and the joint development of the criteria and
guidelines represents an exiting and important step in helping address Colorado's future
water needs. We appreciate your participation and help making this happen!

We recognize that there was not complete unanimity among all Basin Roundtable
members and we very much appreciated everyone's willingness to work together. As
outlined in the criteria and guidelines, the CWCB and IBCC are committed to reviewing
the criteria and guidelines annually to ensure that they are efficient and effective.

Also attached to this e-mail is a DRAFT copy ofthe Application form. During the initial
review process the Basin Roundtables were primarily focused on the criteria and
guidelines. Please take another look at the application form and forward any comments
you might have to rick.brown@state.co.us by Friday, November 3rd.

Finally, as you know the Basin Roundtables play the essential role in reviewing and
approving water activities for funding. With the criteria and guidelines in place we
anticipate that entities will soon begin to develop ideas and proposals for seeking
funding. To facilitate this process we strongly encourage the Basin Roundtables to
develop a procedure for communicating and coordinating with entities that will be
seeking roundtable approval of their proposed water activities. Having a contact person
and procedure for each roundtable would be helpful.

Sincerely,

Russell George
Director of Compact Negotiations

Rick Brown and Eric Hecox
Department of Natural Resources
Colorado Water Conservation Board
