<br /> <br />Discussion Document <br />for <br />Developing the IBCC Workplan <br />November, 2006 <br /> <br />The IBCC needs to develop a workplan for the next year. The IBCC Charter <br />identifies the role of the IBCC Committee as: <br /> <br />1. Provide a forum to develop and disseminate information, create a <br />positive environment for a statewide perspective, and develop a vision <br />for statewide water negotiations; <br /> <br />2. Serve as a forum for discussing and addressing the socio - economic, <br />recreation and environmental impacts of water development and <br />management, as well as potential impacts on the ability of the state to <br />use its entitlements and meet its Interstate Compact requirements. <br /> <br />3. Assist in finding resources to enable Roundtables to develop basin - <br />wide visions; <br /> <br />4. Encourage development of a common technical platform u pon which <br />negotiations can be based; <br /> <br />5. Guide the process of negotiating interbasin compacts and other <br />agreements by providing a framework that creates incentives for <br />successful deliberations, agreements, and their implementation; and <br /> <br />6. Perform all other role s and functions of the IBCC identified in <br />legislation. <br />Given the above role of the committee: <br /> <br />? <br /> <br />What specific activities should be undertaken by the IBCC in the next year? <br /> <br />? <br /> <br />What activities should the IBCC encourage the Roundtables to undertake ? <br /> <br />? <br /> <br />What activi ties should be the exclusive responsibility of the Roundtables? <br /> <br />Please discuss this with your Roundtables and be prepared to discuss their conclusions at <br />the November meeting in Durango. <br />
