Scope of Work <br />For <br />Continued Facilitation of the Colorado Interbasin Compact Committee <br /> <br />Introduction: <br /> <br />Colorado’s House Bill 1177 created the “Interbasin Compact Process,” including nine <br />basin roundtables covering the following geographic areas in Colorado: the Arkansas; the <br />Colorado; the Dolores, San Miguel and San Juan; the Gunnison; the Metro (roughly the <br />Denver metro area); the North Platte; the Rio Grande; the South Platte and the Yampa - <br />White and the Interbasin Compact Committee (IBCC). The IBCC coordin ates issues and <br />activities between roundtables, and address water issues of concern to the State as a <br />whole. <br /> <br />Scope of Work: <br /> <br />This scope of work is for facilitation assistance to the Colorado Department of Natural <br />Resources and the Interbasin Compact Commi ttee for ten meetings scheduled to occur <br />between July 1, 2006 and June 30, 2007. <br /> <br />The facilitation team will prepare for, facilitate and, conduct follow - up work for ten <br />Interbasin Compact Committee meetings throughout the course of one year. <br /> <br />Services to b e performed: <br /> <br />? <br /> <br />Facilitators will provide meeting preparation and follow - up for each of the ten <br />projected meetings. Preparation will include coordination with DNR and IBCC <br />members regarding meeting logistics, agenda preparation and preparation of <br />meeting ma terials as needed. <br /> <br />? <br /> <br />Facilitators will lead ten six - hour meetings of the IBCC. Facilitators will assist <br />the IBCC in meeting their identified roles and responsibilities in the Interbasin <br />Compact process. Potential IBCC activities for the indicated timefram e include <br />(but are not set or limited to): establishment of criteria and guidelines for a $40 <br />million grant/loan program; preparation of an annual report to submit to the <br />general assembly; assisting roundtables with their needs assessments; establishing <br />a public education and outreach working group and program; reviewing <br />roundtable needs assessments and proposed projects or methods to meet those <br />needs. <br /> <br />? <br /> <br />Facilitators will prepare meeting notes, debrief DNR staff, and follow - up as <br />needed with meeting particip ants. <br />
