Colorado Senate <br />Agricultural, Natural Resources and Energy Committee <br />Senate Bill 179 <br /> <br />Chairman Dan Grossman: <br />Senate Agricultural, Natural <br />Resources and Energy will come back to order. <br />Senator Isgar, please present Senate Bill 179. <br />Senator Jim Isgar: <br />Than k you, Mr. Chairman. <br />What we're trying to accomplish here with Senate Bill 179 <br />is just to fill a gap that we've seen over the years with small <br />entities. It could be city, county, conservancy district, <br />irrigation companies that have a need to, in some case s, develop <br />water. It could be -- it could be for other things. It could be <br />even non - structural. It could be for lining ditches or other <br />improvements. <br />But, the only problem they have in this are they have to <br />answer to their constituents or shareholders. And they don't <br />have the money to pay for the feasibility of their projects <br />and/or environmental compliance. <br />And the problem that creates is, if they don't know whether <br />or not they can get approval of feasance, then it's hard for <br />them to justify the expend iture. If they can get through the <br />permitting and the feasibility, then a lot of times they can <br />afford to pay the money back that they borrowed. But, it's <br />- 1 - <br /> <br />
