STATE OF COLORADO

OFFICE OF INTERBASIN COMPACT NEGOTIATIONS

Russell George
Director

Eric Hecox
Manager

House Bill 1400

Representatives Buescher and Curry and Penry
Senator Isgar

. On April 6, 2006, the Interbasin Compact Committee submitted its chmier for legislative
approval fulfilling the statutory requirements ofHB 05-1177 and creating the framework
for collaborative discussions aimed at ensuring a positive water future for all of Colorado.

. While this historic process culminated the first week of April, the 27 member Interbasin
Compact Committee, comprised of multiple representatives from each river basin in
Colorado and the Denver metro area, met and deliberated for many months to develop the
Interbasin Compact Committee Chmier.

. The Basin Roundtables were actively involved and the Basin representatives brought
these grassroots comments to the IBCC for inclusion in the Chmier.

. Over 300 Coloradans from across the state have been involved in this historic process.
The nine basin roundtables have been meeting regularly since August 2005 and many are
now in the process of preparing their individual basin needs assessment-the second step
in determining how best to meet Colorado water challenges for today and tomorrow.

. Each basin roundtable has requested assistance, in manpower and in finances, to help
them create. analyze and disseminate the water data for their basins. This bill includes an
appropriation for this very impOliant work, and the continued work of the basin
roundtable.

. Because the director of Compact Negotiations is a appointed by the Governor, 1 FTE and
$151,673 are appropriated to the Governor's office. To ensure proper coordination and
non-duplication of activities with the CWCB, 1.2 FTE and $855, 254 are appropriated to
the CWCB. These amounts are in addition to the $237,444 allocated through this year's
long bill resulting from last year's bill..

For fmiher information please contact: Mary Marchun
(303) 594-8198

1313 Shennan Street.
