Arkansas Basin Roundtable By - Law Subcommittee November 18, 2005 Attendees: Alan Hamel Danny McMillan (by phone) Mark Pifher Terry Scanga Kathy Justice Dennis Smith SeEtta Moss Lissa Pinello Gary Barber Jim Winner Eric Hexoc (by phone) 1. Group met to discuss goals to be accomplished at the meeting. First, to agree on a mission statement, second to set the procedures for election of representatives to the Interbasin Compact Committee. 2. The consensus of the group is reflected in the draft by - laws. A lively discussion led to a general agreement that the validity of the work of the Basin Roundtable would be derived from the strength of the consensus of its members. 3. Rather than adhere to a strict parliamentarian regime as reflected by Robert s Rules of Order = (which applies to legislative bodies), the subcommittee preferred shaping the by - laws to serve our interests in achieving consensus. For example, allowing comments and discussion on a given topic to continue, rather than a simple majority v ote on a motion to close the discussion. Subcommittee members also expressed an interest in having some form of super - majority voting for important items (to be determined) instead of the simple majority method recently applied. Finally, the group discus sed the meaning of the word consensus and how it might apply in our Roundtable. One concept discussed was the notion that individual members of the Roundtable, who take exception to the work product of the subcommittee, be encouraged to propose alternative s with the charge to persuade the remaining Roundtable members of the merits of the alternative. 4. The next section of the by - laws for consideration will be the goals and objective. Roundtable members are encouraged to think about possible goals and ob jectives for discussion at the next roundtable meeting. 5.
