In a letter dated
October 28, 2002, Mr. Lowe Aspen Creek, LLC, requested that FEMA revise the
FIRM and FIS report to show the effects of channel modifications and placement of fill along Tributary D
of Quail Creek (Tributary D), associated with the Aspen Creek Filing No.5 subdivision, from the
confluence with Quail Creek to approximately 50 feet downstream of South 124th Street. Although a
portion of the revised reach is shown within the unincorporated areas of Boulder County on the effective
FIRM, this area has been annexed by the City and County of Broomfield.

All data required to complete our review of this request were submitted with letter:; from
1 IT P.E., Project Manager, Tetra Tech RMC, and

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and
floodplain boundary delineations of the flood having a I-percent chance of being e:qualed or exceeded in
any given year (base flood) along the revised reach of Tributary D, which were established with a Letter of
Map Revision (LOMR) dated April 9, 2002. As a result of the modifications, the Base Flood Elevations
(BFEs) and the width of the Special Flood Hazard Area (SFHA), the area that wOUlld be inundated by the
base flood, for Tributary D increased in some areas and decreased in other areas. The modifications are
shown on the enclosed annotated copies of FIRM Panel 0010 D and Profile Panels 37P and 38P. This
LOMR hereby revises the detailed flood hazard data established by the April 9 LOMR for the
above-referenced FIRM panel and the affected portions of the FIS report, both dated September 30, 1997.

The modifications are effective as of the date shown above. The map panel listed above and as modified
by this letter will be used for all flood insurance policies and renewals issued for your community.

The following table is a partial listing of existing and modified BFEs:

Location

Existing BFE
(feet) *

Modified BFE
(feet) *

Approximately 400 feet upstream of confluence with Quail Creek
Approximately 500 feet downstream of South 124th Street

5,333
5,371

5,335
5,370

*Referenced to the National Geodetic Vertical Datum, rounded to the nearest whole foot
