<br />HB 1177 Southwest Basins Water Roundtable <br />February 7, 2007 Draft Minutes <br />Durango, CO <br /> <br />Chairman Steve Harris called the meeting to order at 3 :00 pm and introductions were made. It was <br />agreed the needs assessment for the lower San Miguel River area would be discussed as time permitted. <br /> <br />Minutes of January meeting: <br />Regarding the discussion of the Dry Gulch Reservoir issue at the last meeting, it was pointed out that it <br />was unclear on what should be done with the money if the land purchased from the funds is not used for a <br />reservoir. Gerald Koppenhofer moved to send our concerns with Don Schwindt that the money will be <br />used to purchase land for the reservoir only and if the project is not undertaken, the money will go back to <br />the CWCB. Mike Preston seconded the motion. The motion passed. <br /> <br />On Page 1, "MVT" should be changed to "MWC." <br /> <br />It was moved, seconded and passed that the minutes with revisions be approved. <br /> <br />Officers' Reports: <br />Steve announced that the West Slope Roundtable, scheduled for May 25 in either Montrose or Gunnison <br />will probably be rescheduled. <br /> <br />John Porter reviewed the handout from Eric Kuhn listing questions that need to be answered to develop <br />future infrastructure, and said it is something everyone should be thinking about, particularly in light of <br />the upcoming West Slope meeting. Jenny Russell said it was important that we have a more accurate <br />picture of how much water is available. <br /> <br />John related the IECC discussion with Harris Sherman, the new Director of the State Department of <br />Natural Resources. John indicated Harris is supportive of the 1177 process, knowing there was broad <br />support across the Roundtables, and he believes there is no need for significant change at this time. He <br />sees the CWCB becoming more of an overall umbrella. He wants to hear from people and is interested in <br />improving public outreach (memo attached), bringing more people into the process. Weare to review the <br />memo, and give input to the IECC Public Ed/Outreach Work Group on their new website. <br /> <br />Steve distributed the Basin Roundtable Project Summary report that documents project progress for all <br />the Roundtables. Statewide, only 3 projects had complete applications, our Roundtable having two of <br />those. <br /> <br />Steve Fearn shared his thoughts on Harris Sherman, having some of the same concerns as previously <br />voiced. After some discussion, it was agreed that we need to send a strong message to Harris about the <br />future of the Roundtables. Jenny suggested that we send him a letter soon, supporting the continuation of <br />the Roundtables and their grass-root, independent nature. We should also express our desire to see <br />someone other than the current CWCB Director be named as IECC director of compact negotiations. <br />Steve Harris recommended the four officers draft this letter. Fred Kroeger shared his knowledge of and <br />support for Harris Sherman. Don Schwindt expressed his feelings that it was a privilege to be on the <br />CWCB board and that he never met a board member from whom he didn't learn something and the state <br />is lucky to have the CWCB staff. <br /> <br />John Porter moved that we change our name from San Juan-Dolores-San Miguel Roundtable to <br />"Southwest Basins" Roundtable.
