<br />HB 11 77 Water Roundtable <br />Dolores, San Juan, San Miguel <br />July 18, 2006 <br />Dolores, CO <br /> <br />Chairman Steve Harris called the meeting to order and introductions were made. He <br />announced that most of the meeting's discussion would involve SB 179. Hal Pierce <br />(PRID) and Carrie Campbell (PAWS & San Juan Water Conservancy District) will be <br />making presentations of their area's needs towards the end of the meeting. The next <br />meeting is at the Dolores Water Conservancy District office in Cortez on September 13. <br />Discussion continued about the 4 pm - 6 pm time frame currently utilized. There was <br />some concern that allowing two hours per meeting may not be enough. The September <br />meeting will begin with a social gathering at 2:30 pm and go to 6:00 pm. The November <br />16 meeting will be in Durango at a location not known at this time. <br /> <br />The minutes of the April 6 (Durango), May 18 (Montrose), and June 15 (Dolores) <br />meetings were approved as presented. <br /> <br />IBCC - Jenny Russell: Jenny reported that several working groups within the IBCC had <br />been created to facilitate SB 179 discussions. The IBCC will meet August 9 in Pueblo; <br />its intention is to meet in all areas of state. <br /> <br />John Porter explained to the members that he would be participating in a conference call <br />dealing with establishing the criteria and guidelines for disbursement of SB 179 funds as <br />provided by law. The 179 funding is in the amount of $10 million this year, $40 million <br />total in four years. Discussion continued about representation, and members reiterated <br />that the West Slope needed to see a more balanced representation. John added that the <br />criteria committee met yesterday. Concepts and philosophies were discussed, but there <br />were no fast conclusions, only lots of different thoughts. This roundtable will have ample <br />opportunity for input on what the various working groups come up with. John expressed <br />hope that if the program is done wisely, perhaps it won't be subject to the Sunset lUle. <br />(See attached memo). <br /> <br />Discussion began for developing criteria and guidelines ("C&G) for SB 179 funds. Many <br />were of the opinion that the C&G should be as flexible as possible, but that flexibility <br />could make it easier for the system to be manipulated. Everyone agreed that this is a <br />dynamic process, and things will need to change. Others do not want to divide the <br />available money equally between basins, and the funds should not be awarded on a first <br />come first serve basis. One suggestion was that perhaps two sets of criteria may be <br />helpful. Most agreed that local buy-in is absolutely necessary. Discussion of whether <br />179 funds are for grants or loans, and the "weighting" of one over produced no clear <br />conclusions. After a mention ofHB 1400 funds available in the amount of$650,000 for <br />needs assessments, discussion turned to whether a contract to one contractor in any basin <br />that has a need for it or whether each basin contracts with its own needs assessment <br />contractor. Not conclusion was reached. Discussion continued as to what is the role of <br />the IBCC beyond setting of criteria. Steve reminded members that any proposed project <br /> <br />1 <br />
