Standard Reports:
1. IBCC Report: Mike Shimmin: IBCC met on 3/30 in Denver.
a) Harris Sherman, Director ofDNR, gave feedback on previous meeting;
had concluded that this process is unique and unusual; governor and he
had decided the process is worth pursuing; governor and DNR committed
to roundtable process. Opined that the IBCC should work to be clear on
its mission and communication thereof to the roundtables; appears as
though Mr. Sherman has ideas about the roundtable process.
b) Report from education workshop; one of the things they are doing is
setting up a website; need communication liaison from roundtable to
IBCC to help set up the website and our page on that website. Much of
their effort will be to coordinate ongoing water activities around state.
Working with CSU to engage in more outreach throughout state.
c) Part of meeting was focused on getting overview of 179 monies and
what we can do better in this process; more detail later in agenda in this
meeting.
d) Discussion on needs assessment completion in each of the
roundtables; see summary in quarterly newsletter (distributed at
meeting); gives overview as to where each basin has progressed in needs
assessment.
e) Discussion on future roles that IBCC needs to play in future; Mr.
Sherman has four points to his views: 1) education and outreach; 2) water
supply reserve account and processing apps; 3) completing needs
assessment; and 4) "multiple objective solutions": i.e.: getting to the point
of discussing how we might do multiple purpose and multiple basin
projects to meet our water supply needs.
--At last roundtable meeting, we discussed issue of time planning horizon:
2030 or 2050: IBCC will address this in future meetings.

Eric Hecox: Public Education Outreach group wants one person with
whom to work on each roundtable; purpose is to take some of workload
off of chair; this liaison would work with DNR; this purpose would be the
link to the roundtable; DNR will produce drafts, etc.; also looking to have

1
