In a letter dated July 8, 2002, P.E., ICON Engineering, Inc., requested that FEMA revise the FIRM to show the effects of channel modifications associated with Belle Creek Filing I along First Creek from just upstream of Brighton Road to approximately 400 feet upstream of U.S. Highway 85 (US85). The channel modifications included realignment of the First Creek channel, channelization along the north side of the relocated channel, construction of drop structures, and grading of limited levee works. On the effective FIRM, the Special Flood Hazard Areas (SFHAs), the areas that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any given year (base flood), along First Creek are designated Zone A, with no Base Flood Elevations (BFEs) determined. This request follows up on a Conditional Letter of Map Revision (CLOMR) issued on February 8, 1999. At the time of the CLOMR request, the project site was located outside the corporate limits of the City of Commerce City in the unincorporated areas of Adams County. With his July 8 request, Mr. Vinson provided documentation that the project site has been annexed by the City of Commerce City. All data required to complete our review of this request were submitted with letters from -L. We have completed our review of the submitted data and the flood data shown on the effective FIRM. We have revised the FIRM to modify the floodplain boundary delineations of the base flood along First Creek from Brighton Road to approximately 400 feet upstream ofUS85. As a result of the modifications, the width of the SFHA along First Creek increased in some areas and decreased in other areas. The modifications are shown on the enclosed annotated copy of FIRM Panel 0800IC004~. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM dated August 16, 1995. Because this revision request also affects the City of Commerce City, a separate LOMR for that community was issued on the same date as this LOMR.
