<br />IBCC Colorado River Basin <br />Minutes of Meeting on March 26, 2007 <br /> <br />1. Next Meeting: Monday, April 23, Glenwood Springs Community Recreation Center, 1:00 to <br />4:00. <br /> <br />a. ~genda: <br />-- <br /> <br />2. Approve January and February 2007 meeting minutes. The January and February 2007 <br />minutes were approved at the March meeting. <br /> <br />3. These minutes were prepared by Ken Ransford, 970-927-1200, kemansford@comcast.net. <br /> <br />4. Upcoming meetings: <br /> <br />a. A joint roundtable meeting of the 4 Western Slope roundtables will be held Monday, <br />June 18,2007, in Montrose. Eric Kuhn will discuss the Colorado River Compact and <br />impacts to the Western Slope and Colorado if the Lower Basin states call their rights <br />under the Colorado River Compact. Section 8 of the minutes previews what Eric will <br />discuss at the joint roundtable. <br /> <br />5. Report from other Roundtables - None. <br /> <br />6. Report by John Redifer, CWCB, on SB 179 Grant Requests. <br /> <br />a. All CBR T requested grants were approved, most with conditions. All grant requests failed to <br />provide sufficient information regarding milestones and how the funds were to be accounted <br />for. The CWCB is preparing two sample grant applications that contain appropriate data, and <br />these will be released to serve as models for future grant requests. <br /> <br />b. Carl Hanlon, Esq., prepared a detailed summary of data requested for future grant requests, <br />and this was discussed at the meeting and approved for future use by the CBRT. <br /> <br />c. The CBR T imposed a condition on the 2 needs assessment grant requests made by Grand <br />County and the Roaring Fork Water Conservancy that the data collected in the needs <br />assessments could not be used to interfere with existing water rights. Lurline Curran stated <br />that Grand County did not know how to respond to this, since water rights can only be <br />determined in Water Court proceedings. She found the condition confusing, since "We can't <br />determine the impacts of projected water projects if we can't use the results of the studies <br />that estimate what the impacts will be." Dave Merritt suggested that a solution will be found <br />to this quandary. Ken Neubecker stated that there is a difference between prohibiting the <br />exercise of a water right and mitigating the effects caused by exercising a water right. <br /> <br />d. John Redifer discussed the following grant requests: <br /> <br />1. 10825 Study: a large study team is assembled including Denver Water, Northern, <br />Southeast Water Conservancy District, Aurora, Colorado Springs, and counties <br />from Grand to Mesa.
