IBCC Colorado River Basin
Minutes of Meeting on March 26, 2007

1. Next Meeting: Monday, April 23, Glenwood Springs Community Recreation Center, 1:00 to
4:00.

2. Approve January and February 2007 meeting minutes. The January and February 2007
minutes were approved at the March meeting.

3. These minutes were prepared by Ken Ransford, 970-927-1200, [e-mail].

4. Upcoming meetings:

a. A joint roundtable meeting of the 4 Western Slope roundtables will be held Monday,
June 18,2007, in Montrose. Eric Kuhn will discuss the Colorado River Compact and
impacts to the Western Slope and Colorado if the Lower Basin states call their rights
under the Colorado River Compact. Section 8 of the minutes previews what Eric will
discuss at the joint roundtable.

5. Report from other Roundtables - None.

6. Report by John Redifer, CWCB, on SB 179 Grant Requests.

a. All CBR T requested grants were approved, most with conditions. All grant requests failed to
provide sufficient information regarding milestones and how the funds were to be accounted
for. The CWCB is preparing two sample grant applications that contain appropriate data, and
these will be released to serve as models for future grant requests.

b. Carl Hanlon, Esq., prepared a detailed summary of data requested for future grant requests,
and this was discussed at the meeting and approved for future use by the CBRT.

c. The CBR T imposed a condition on the 2 needs assessment grant requests made by Grand
County and the Roaring Fork Water Conservancy that the data collected in the needs
assessments could not be used to interfere with existing water rights. Lurline Curran stated
that Grand County did not know how to respond to this, since water rights can only be
determined in Water Court proceedings. She found the condition confusing, since "We can't
determine the impacts of projected water projects if we can't use the results of the studies
that estimate what the impacts will be." Dave Merritt suggested that a solution will be found
to this quandary. Ken Neubecker stated that there is a difference between prohibiting the
exercise of a water right and mitigating the effects caused by exercising a water right.

d. John Redifer discussed the following grant requests:

1. 10825 Study: a large study team is assembled including Denver Water, Northern,
Southeast Water Conservancy District, Aurora, Colorado Springs, and counties
from Grand to Mesa. The group met March 17, and will meet again by
conference call on April 16.
