I understand the funds will be used to conduct a feasibility
study to evaluate the repair and rehabilitation of the District's Power Canal. The study will
meet the requirements of the CWCB Construction Fund Guidelines for feasibility studies. The
study will need to include, but not be limited to: an evaluation of project alternatives with an
identified selected alternative as a project to be financed; associated engineered cost estimate
for the project; identification of the sources offunding for the project, including the owner's
share, as well as the amount financed through CWCB; a financial analysis identifying any
assessment or rate increases required.

The Board recommended non-reimbursable funding from the Feasibility Study Small Grant
Fund to a limit of50% of actual study costs and a maximum of$15,000. I have attached a
copy of the updated Board Memo concerning the Orchard Mesa Irrigation District's request.
Please refer to the section: "Action taken by the CWCB on March 22,2005."

On behalf ofthe Board, I would like to thank you for applying for non-reimbursable funding
from the Colorado Water Conservation Board.

Flood Protection.
