I understand the funds will be used to conduct a feasibility
study to evaluate construction of the Oak Creek Reservoir.

The Board recommended non-reimbursable funding from the Feasibility Study Small Grant
Fund in a maximum amount of $33,000. I have attached a copy of the updated Board memo
concerning the City of Florence. Please refer to page 2 of that memo and to the section
"Action taken by the CWCB November 20, 2001."

When the Board recommended this non-reimbursable funding, several conditions remained:

a) A Revised Scope of Work is Required. The scope of work must be expanded to address
the financial and economic aspects of the project, so that the study can be used as the
basis for future project funding from the CWCB. John Van Sciver of the CWCB Staff will
work with you to develop a scope of work that meets these requirements.

b) An approved contract must be in place before fUhds can be advanced. Jan IlIian will place
this project on our contracting "hot list" and will initiate the loan contracting process. We
understand the City would like to access these funds in spring 2002, and our goal is to
have a signed contract in place by that time.

Flood Protection · Water Supply Planning and Finance.
