<br /> <br />Federal Emergency Management Agency <br />Washington, D.C. 20472 <br /> <br />CERTIFIED MAIL <br />RETURN RECEIPT REQUESTED <br /> <br />IN REPLY REFER TO: <br />Case No.: 02-08-123P <br /> <br />The Honorable Keith Lambert <br />Mayor, City of Rifle <br />202 Railroad Avenue <br />Rifle, CO 81650 <br /> <br />Community: City of Rifle, CO <br />Community No.: 085078 <br />FIRM Panel Affected: 1352 D <br />FBFM Panel Affected: 1352 <br />Effective Date of 0 E CO" 2002 <br />This Revision: ., <br /> <br />102-D-A <br /> <br />Dear Mayor Lambert: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Boundary and Floodway Map (FBFM) for your <br />community in accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. <br />In a letter dated January 11,2002, ,P.E., Project Manager, High Country <br />Engineering, Inc., requested that FEMA revise the FIRM and FBFM to show the effects of <br />channelization and realignment of Rifle Creek Splitflow from its confluence with Rifle Creek to just <br />downstream of County Road 291 (CR291). This request follows up on a Conditional Letter of Map <br />Revision issued on June 6, 1996. <br /> <br />All data required to complete our review of this request were submitted with letters from .f <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM <br />and FBFM and in the effective Flood Insurance Study (FIS) report. We have revised the FIRM, FBFM, <br />and FIS report to modify the elevations and floodplain and floodway boundary delineations of the flood <br />having a I-percent chance of being equaled or exceeded in any given year (base flood) along Rifle Creek <br />Splitflow from its confluence with Rifle Creek to just downstream ofCR291. As a result of the <br />modifications, the Base Flood Elevations (BFEs) for Rifle Creek Splitflow and the widths ofthe Special <br />Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and the regulatory <br />floodway decreased. The modifications are shown on the enclosed annotated copies of FIRM <br />Panel 1352 D, FBFM Panel 1352, Profile Panels lOP and 12P, and affected portions of the Floodway <br />Data Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced panels of the <br />effective FIRM and FBFM and the affected portions of the FIS report, all dated January 3, 1986, as <br />previously revised by a LOMR issued on May 31, 1996 (Case No. 96-08-17IP). <br /> <br />This LOMR does not affect the BFEs or floodplain or floodway boundary delineations in the <br />unincorporated areas of Garfield County, but it modifies the location of the confluence of Rifle Creek <br />Splitflow with the main channel of Rifle Creek. For information purposes, we are providing a copy of <br />this LOMR to Garfield County. <br />
