P .E. <br />Director, CWCB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: February 21, 1996 <br /> <br />SUBJECT: Agenda Item 4c., March 12-13-14, 1996, Board Meeting-- <br />Upper Yampa Water Conservancy District <br />Approval of a Small Project Construction Fund Loan in amount of $60,000 <br />to reconstruct the Cary Ditch Intake on the Yampa River. <br /> <br />BACKGROUND <br /> <br />The Upper Yampa Water Conservancy District (UYWCD), Routt County, has submitted an <br />application for a loan to reconstruct the Cary Ditch intake structure. The District is requesting <br />a loan in the amount of $60K (50% of the estimated total project cost of $120K). <br /> <br />The purpose of the project is to relocate and reconstruct the Cary Ditch intake on the Yampa <br />River, about 2 miles west of Hayden. The existing intake requires the annual construction of <br />2 gravel dams across the Yampa, in close proximity to Highway 40. These dams impede fish <br />and water craft, and are generally unsightly, attracting considerable unfavorable public comment. <br />The new intake will not require temporary gravel diversions. <br /> <br />Preliminary engineering design work as well as a draft feasibility study have been completed by <br />Vance Fulton SCS, Steamboat, and by John Fetcher of the Upper Yampa Water Conservancy <br />District. <br /> <br />DISCUSSION <br /> <br />The proposed project will maintain the current capacity of 26 CFS, with an ability to supply <br />about 50 acre feet of water per day, during irrigation season. The ditch diverted a total of <br />3016.05 acre feet in 1994, according to S.E.O. records. 679 acres are irrigated by the Cary <br />Ditch, primarily in pasture and hay meadows. <br />
