Sherman
Executive Director

From:

Date:

January 24,2007

Dan McAuliffe
Deputy Director

Subject:

Agenda Item 30, January 23-24 Board Meeting,
Statewide Water Supply Initiative - Phase 2 Update

Over the last several months the SWSI team has developed initial draft sections for the final draft report. The
sections will summarize the efforts of each of the Technical Roundtables (TRTs). The sections are
undergoing initial review by the SWSI team and the chairs of each of the subcommittee. Once we have a
quality working draft the full TRTs will also be provided with an opportunity to comment. During this
agenda item, the Board will be provided with a schedule for completing and reviewing the various sections.
Each TRT is at slightly different points in completing their work. A short summary of the status of the TRTs
is provided below with an identification of any significant issues. The Board will be asked for feedback and
perspective on the issues.

. Water Conservation and Efficiency - the municipal and industrial conservation and efficiency issues and
opportunities have been addressed and the white paper is in final draft format. The agricultural efficiency
issues have not been addressed at this time but we are hopeful that there is interest to do more work in this
area in the future.
. Alternative Agricultural Transfers - the subcommittee chairs and SWSI team have produced a good
working draft and overall the chairs are supportive of the work completed.
. Recreation and Environment Needs - the SWSI team is still waiting for environmental coverage's in a
map based format. There have been several issues getting the data released and formatted in a manner
that provides useful information. Recreational information, beyond what was produced in SWSI I has
also been difficult to obtain.
. Addressing the Gap - the gap TRT provided specific direction to the SWSI team to proceed with looking
at: consumptive and non-consumptive options, structural and non structural options, non-permanent
agricultural transfers, and inbasin and transbasin options that could be utilized in addressing Colorado's
future water needs. It was emphasized that the information is not intended to make decisions for any
basin or the state, but serves as an initial starting point to look at the strengths, weaknesses, benefits and
limitations of various options. Concerns were discussed at the TRT meeting and the group recommended
that the CWCB proceed. More recently some individuals have raised the same concerns that had
previously been addressed.

No formal action is requested of the Board at this time.

Flood Protection.
