As of the writing of this memo, Staff has received over 36 <br />letters opposing the recommendations, as well as a letter from multiple entities supporting the <br />recommendations. In addition, the BLM has provided a letter requesting an additional year to <br />evaluate the issues identified in these letters (See attachments). Staff is still evaluating all of the <br />issues raised in the attached letters and will provide the Board with a separate memo addressing the <br />Jackson County recommendations at the January 2007 Board meeting. As a result, this memo and <br />staff recommendation only applies to the three stream segments in Water Division 2,3 and 4. <br /> <br />GENERAL BACKGROUND <br /> <br />Pursuant to Rule 5d. of the Instream Flow Rules, adopted by the Board, the attached stream <br />segments are being recommended to the Board for Board action. Staff is requesting the Board <br />declare its intent to appropriate the recommended instream flows. CWCB staff has reviewed each <br />proposed stream segment to ensure each flow recommendation and data set was complete and <br />standard methods and procedures were followed. In addition, staff has completed its map work and <br />water availability studies. Staff has identified 3 stream segments in Water Divisions 2, 3,4 that are <br />ready for the Board to declare its intent to appropriate.
