Drought Mitigation Planning Technical Assistance Program

Introduction
The CWCB Office of Water Conservation & Drought Planning (OWCDP) staff is requesting funding for
the Drought Mitigation Planning Technical Assistance Program in the amount of $150,000 to be used to
implement major issues identified in the 2004 CWCB-commissioned Drought & Water Supply
Assessment Study. A Drought Mitigation Planning Technical Assistance Program is also needed to
provide the OWCDP the means to carry out its recently amended (2004) statutory mission, which
includes promoting drought mitigation planning by providing technical assistance to water providers as
they develop drought mitigation plans.

Background
The proposed program will facilitate the OWCDP ability to implement its statutory mission (~37-60-124
to 126) as it pertains to providing drought mitigation planning technical assistance including:

· Participating as a chairperson of the Governor's Water Availability Task Force established to
monitor, forecast, mitigate, or prepare for drought

. Acting as a repository for drought mitigation planning information

. Disseminating drought mitigation planning and related information to water providers and the
general public

. Developing programs to provide technical assistance to and working with municipal, industrial,
agricultural, and other water providers as they plan for, evaluate, and implement drought
mitigation plans & programs

. Furthermore, the Drought Mitigation Planning Technical Assistance Program would provide the vehicle
by which the Office would accomplish its objectives under the CWCB Strategic Plan. These objectives
include:

Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection
Water Supply Protection. Conservation and Drought Planning
