(WeB <br /> <br />DATE: January 24, 1997 <br /> <br />SUBJECT: Agenda Item 9.a., January 29-30, 1997 Board Meeting - Water Project <br />Construction Loan Program - New Feasibility Study Loan Applications - <br />Greeley and Loveland Irrigation Co. - Reservoir and Canal Rehab. <br /> <br />INTRODUCTION <br /> <br />The Greeley and Loveland Irrigation Company of Greeley is applying for a Construction Fund <br />loan and a .small Dam Site grant to finance part of the costs of a feasibility study for the <br />. rehabilitation of the Company's water storage and distribution system, <br /> <br />BACKGROUND <br /> <br />The Greeley and Loveland Irrigation Company, along with the Seven Lakes Reservoir Company, <br />owns and operates an extensive system of reservoirs and canals for the irrigation of approximately <br />18,000 acres of agricultural lands in Larimer and Weld counties, (please see the attached map for <br />reservoir localions,) There are a total of 225 shareholders in the two companies, The two <br />companies have decreed direct flow and storage rights on the Big Thompson River for totals of <br />456 cfs and 66,700 acre-feet respectively. <br /> <br />The State Engineer's Office has identified a number of problems with seven of the dams operated <br />by the lwo companies and is requiring the owners to address those problems in the next few years. <br />In addition, the Greeley and Loveland Company is concerned with the condition and operational <br />capacity of at least two of its major canals and would like to investigate the hydraulic capacity of <br />its ent'tre system, <br /> <br />DISCUSSION <br /> <br />In December 1996, the Greeley and Loveland Irrigation Company retained ECI of Englewood to <br />prepare a plan of study for a detailed system evaluation and feasibility study to be conducted in <br />accordance with the CWCB Construction Fund Guidelines, The objective of the study is to select <br />. a financially sound alternative to rehabilitate the companies' irrigation systems to enable them to <br />
