On February 3, 1995, the Bureau of Reclamation (Reclamation) reinitiated <br />consultation with the Service on continuing the Ruedi Round II water sales. That consultation <br />resulted in a biological opinion issued by the Service on May 26, 1995. In July 1997, because of <br />problems implementing the May 1995 opinion, Reclamation requested reinitiation of Section 7 <br />consultation with the intent of developing a new RP A for the Ruedi water marketing program. <br />Extensive subsequent discussions within Reclamation and between Reclamation, the Service, and <br />the Colorado Water Conservation Board have resulted in the enclosed draft biological opinion. <br />This opinion maintains the concepts in the May 1995 opinion but also recognizes the possibility of <br />a programmatic biological opinion for the 15-Mile Reach of the Colorado River that would take <br />precedent over this opinion. <br /> <br />Please review the~nclosed draft opinion and provide any comments to this office no later than <br />October 1, 199p( Comments may be submitted by fax or letter but must be received before the <br />above date to be considered.
