<br />) <br /> <br />0J <br />00 <br />~ <br />. ..-; <br />(:;) <br />o <br /> <br />APPENDIX A <br /> <br />March 5, 1974 <br /> <br />OPERATING CRITERIA <br /> <br />GENERAL CRITERU, - RIO-2R.l\NDE AND CONETOS RIVER (Separate Administration) <br /> <br />I <br /> <br />These operating- criteria shall affect all surface and underground <br /> <br />water tributary to the Rio Grande at Lobatos gaging station and as defined <br /> <br />in Section 148-21-3 (3) and (4), Colorado Revised Statutes 1963, as amended, <br /> <br />as follows: <br /> <br />"(3) 'Waters of the state' means all surface and underground <br />water in or tributary to all natural streams within the State of <br />Colorado, except waters referred to in 148-:-18-2 (3). <br /> <br />(4) 'Underground water' as applied in this act for the purpose <br />of defining the waters of a natural stream, means that water in <br />the unconsolidated alluvial aquifer of sand, gravel, and other <br />sedimentary materials, and all other waters hydraulically con- <br />nected thereto which can influence the rate or direction of <br />niovement of the water in that alluvial aquifer or natural stream. <br />Such 'underground water' is considered different from 'desig- <br />nated ground water' as defined in 148-18-2 (3)." <br /> <br />except water withdrawn from wells, such as domestic and livestock, exempted <br /> <br />from administration under Section 148-21-45, Colorado Revised Statutes 1963, <br /> <br />as amended. <br /> <br />II <br /> <br />based on the fact that the delivery of certain quantities of water pursuant to <br /> <br />Administration of all water, both surface and underground, will be <br />
