The May 1 meeting of the Forum was
attended by Williams, Barrett, and Clinton. David Williams of
Aquatrain, Inc., discussed the status of AQUATRAIN, and a copy of his
remarks is attached. The Forum afforded a positive reception and
indicated a willingness to continue study of AQUATRAIN as a potential
beneficial use for saline water. Regional Director Barrett reviewed
with the Forum schedules and activities which the Bureau of Reclamation
plans to.undertake while Aquatrain, Inc., proceeds with financial and
engineering work.

On May 3, Clinton and Johnson briefed the Subcabinet of New Mexico
Governor Anaya. Positive interest was expressed for transport of north-
west New Mexico coal, although area coal producers have not as yet been
in contact with the project. The Subcabinet wishes to be kept informed
of progress.

Clinton attended Reclamation's Project Managers' Workshop in Phoenix on
May 7-10.

On May IS, Clinton spoke to a University of Colorado graduate class on
pipeline transport technology and saline water issues.

Clinton attended sessions of the International Commission on Irrigation
and Drainage Conference held the last week in May in Ft. Collins,
Colorado. The conference illustrated that salinity control problems
exist around the world and are more severe in other countries. The
World Bank is establishing an effort to aid Pakistan, and a technical
evaluation team from Reclamation is planned to study the problem.

The Senate Committee responsible for sal inity control legislation has
asked Interior for its views on the proposed markup of Senate Bill 752,
and a response is being prepared.
