Army Corps of Engineers <br />To Annual Convention, Association of <br />Western State Engineers <br />Rapid City, South Dakota <br />11 September 1958 <br /> <br />. <br /> <br />A CHALLENGE TO TIm ElITGmEER <br /> <br />The Corps of Engineers in this western states region has a traditionally <br /> <br />close community of interests with the engineering profession in general, and <br /> <br />the Association of Western State Engineers in particular. <br /> <br />Therefore, it is a most pleasant experience for me to participate in <br /> <br />your 1958 annual meeting. And it is a privilege to represent the Chief of <br /> <br />Engineers, Maj. Gen. E. C. Itschner, in discussing with you some in:qJortant <br /> <br />aspects of our work in relation to the future of th5.s large segment of the <br /> <br />I; <br />nation. <br /> <br />While your primary interest concerns vrater resource development, I should <br /> <br />like to broaden my theme for a moment to include some other eng5.neer5.ng and <br /> <br />construction programs of far-reaching influence in our region. In the last <br /> <br />decade there have been two sign5.ficant developments underway in the area from <br /> <br />which, your org=ization draws 5.ts membership. <br /> <br />I refer to the very large river control al1d water resource programs, ~~d <br /> <br />to the development of a vast arsenal of defense which extends over much of <br /> <br />the area. Both have an importnnt bearing upon the potent5.al security, gro~rth <br /> <br />and econom5.c stability of a region generally low in population and industrial <br /> <br />developnent by COmparison with other parts of the country. Both are closely <br /> <br />tied in w5.th the engineering profession m1d construction industry. <br /> <br />These developnents have influenced the work and activities of career <br /> <br />engineers in state and federal service, and the private engineering profess- <br /> <br />ion as well. Tlley involve billions of dollars of Federal expenditure, plus <br /> <br />considerable related funding requirenents on sone aspects by states and local <br /> <br />"'1:,. <br /> <br />
